What's New from Spatial Vision?
1. Victorian Image Directory
The Department of Sustainability & Environment recently launched
the web-based Victorian Image Directory (VID). Developed by Spatial
Vision, the aim of VID is to facilitate the provision of aerial photography
and satellite image coverage of Victoria by users in state and local
government, and private industry.

2. New Address Tool for Australia Post
To streamline the challenge of identifying new addresses, Australia
Post has contracted Spatial Vision to develop an Address Reporting Tool
(ART) that will identify and report relevant changes in updates of the
Victorian Government’s Vicmap spatial datasets. Spatial Vision’s
solution includes Nexus, a new product developed by Spatial Vision to
enable Australia Post to incrementally update their licensed copy of
Vicmap Property and Address on their corporate server.

3. Victorian Crematorium Industry Review
Spatial Vision, in conjunction with Marsden Jacob Associates (MJA) and
Cumpston Sarjeant Truslove (CST), has been engaged by the Victorian
Department of Human Services (DHS) to conduct a review of the Crematorium
Industry in Victoria. Spatial Vision’s role was to use spatial
analysis techniques to define the areas serviced by each crematorium
facility and to forecast future demand for cremations within the State.
The review will underpin DHS's planning processes, including evaluation
of proposals for the establishment of new crematorium facilities in
Victoria.

4. Parks Victoria Marine National Park Mapping
Parks Victoria is responsible for the development of management plans
for each of Victoria’s new Marine National Parks and Marine Sanctuaries.
Given the scale of this undertaking, production of these plans has been
staggered over a three year planning period. Parks Victoria has recently
selected Spatial Vision to undertake the mapping for the Management
Plans for 16 areas.

5. RMIT Student Award
As part of our support of the SI industry, Spatial Vision sponsors a
student prize at RMIT's Department of Geoscience. In 2004, this
prize was awarded at the Geospatial Students Association Annual Dinner.
The Spatial Vision prize, for "the 4th Year Bachelor of Applied
Science in Geomatics student who demonstrates outstanding academic achievement,
character and potential for professional development" was awarded
to Tom Miller.

6. Spatial Vision's MD joins Victorian Spatial Council
The Geospatial Information Reference Group (GIRG) was established by
Land Victoria to provide advice on issues relating to the development
and implementation of state-wide spatial information policies, strategies
and incentives. It was comprised of representatives from the SI industry,
academia and government. The Victorian Spatial Information Strategy
(VSIS) has recommended the escalation of this forum to address these
issues at a whole-of-government level. Accordingly, the Government,
via the office of the new Chief Information Officer, has established
a new Victorian Spatial Council.
Spatial Vision's Managing Director, Glenn Cockerton, has been invited
to join this Council as a representative of the SI industry.

7. Vicmap Planning and Crown Land Data Now Available
Spatial Vision is distributing two new datasets on behalf of the Victorian
Department of Sustainability & Environment; Vicmap Planning and
Vicmap Crown Land Tenure. Boundaries in both the Planning and Crown
Tenure datasets are based on Vicmap Property so the datasets can be
overlaid on the cadastre with confidence. Both datasets are updated
on a monthly basis.

New Projects:
8. Gippsland Water Mobile Application
Gippsland Water is responsible for the provision of high quality water,
wastewater and waste recovery services to Central Gippsland in Victoria.
To improve the quality of their asset data, Gippsland Water contracted
Spatial Vision to develop a custom mobile application using ESRI’s
ArcPad. Used by field officers, this application allows the location,
size and type of individual water meters to be updated and/or confirmed.

9. New Plant Health Protection System
Protecting Victorian plant-based industries, which contribute over $3,200
million annually to the State's economy, is a vital concern of the Plant
Standards Branch of the Victorian Department of Primary Industry. All
inter- and intra-state movement of plant material by growers, importers
and exporters is controlled via various certification and quality assurance
programs. Spatial Vision was commissioned to provide the Branch with
an integrated state-wide application to manage this movement.

10. Wall Map for New Emergency Coordination Centre
The Victorian Emergency Coordination Centre (ECC) is the State’s
coordination centre for suppression of wildfire on public land and is
crucial to the coordination of an appropriate response to control and
suppress wildfires. Spatial Vision produced a new 1:250,000 scale wall-mounted
situation map. The map is used to provide an overview of all current
fire or emergency situations and encompasses the entire state of Victoria.

11. Crime Mapping Seminar, 27/29 Oct, Melbourne University Private,
Hawthorn
This Crime Mapping & Analysis Seminar will be held over three days
and include local and international presentations. Registrants will
hear researchers and practitioners share the latest trends in Crime
Mapping Theory, Technology and Practice, encompassing general themes
such as Crime Control; Policing; Geographic Profiling and Serial Crime
Analysis; Forecasting; Geographic Information Systems; Criminal Justice;
Counter Terrorism; and Emergency Management.
Spatial
Vision will have a trade stand and will be demonstrating the capability

12. Newtech, 11 November, Ararat Performing Arts Centre, Ararat
Newtech conferences have been providing people across rural and regional
Victoria with information regarding the latest technologies in land
information and land management for the past six years. These informative
conferences are run by the Victorian Department of Sustainability and
Environment with the support of a wide variety of industry partners.
Graeme
Martin from Spatial Vision will deliver a presentation regarding developing
a business case for GIS using a local government case study. Spatial
Vision will also have a trade stand and be demonstrating Nexus, our
translator for processing incremental updates of Vicmap Digital mapping
data.

Project Outcomes:
13. Improving Catchment Management
Since early 2001, the staff of Catchment Management Authorities (CMA),
the Victorian departments of Sustainability and Environment (DSE) and
Primary Industries (DPI) have been using the Catchment Activity Management
System (CAMS) to assist with the management of on-ground and community
capacity works projects in Victoria. CAMS, developed for DSE by Spatial
Vision, enables Departmental and CMA staff to record a wide range of
information regarding works including the activities involved, their
funding details, the expected outputs and assessment of those outputs.
CAMS is now used by hundreds of registered users and contains details
of over 14,000 individual works projects involving over $100 million
in government funding.

Technical Tips:
14. Displaying and Re-Projecting Images in ESRI's ArcIMS
ESRI’s Internet Map Server (ArcIMS) is widely used for publishing
GIS information via the web and whilst it is well supported by documentation,
it can be difficult to get images to display correctly alongside your
vector information. This technical tip will describe the image formats
supported by ArcIMS, how to add them to your map services and how to
deal with projection and datum issues.
