1. Spatial Vision is now a Supplier of Vicmap Digital Data
Spatial Vision is now able to provide the full range of Vicmap digital
products sourced from Land Victoria. Customers are offered Vicmap digital
data in formats that best suit their business requirements. Data will
be provided clipped to the customer's specific area of interest, so
as to avoid data redundancy, and re-supplied at a frequency that suits
their requirements, to ensure currency in their decision making.

2. PEMS goes live
Spatial Vision recently completed the development and deployment of
the Protected Environment Management System (PEMS), a new "state of
the art" integrated mapping and management system for the Great Barrier
Reef Marine Park Authority (GBRMPA).
Dr Adam Smith, the GBRMPA Project Manager said "This system has
delivered significant benefits to the Authority. For the first time,
staff are freed from chasing paper, with the result that more effort
can now be directed into the management of the reef."
PEMS improves the speed, accuracy and consistency of permit application
processing. It utilises a web-based workflow interface, leading the
Authority's staff through each referral and authorisation step in the
processing of permit applications. Efficiency gains are delivered by
PEMS automatically producing customised notification and follow up letters
for applicants.
Integral to PEMS is its digital mapping and overlay techniques enabling
GBRMPA staff to easily and quickly identify permit impacts, removing
the need to manually interpret a range of paper-based maps, plans and
other documents to achieve the same result.

3. Spatial Vision releases results of Water Industry GIS Survey
Spatial Vision has released the results of a state-wide survey of all
23 Victorian water supply authorities. The survey documented the use
of GIS within the industry as well as the key trends. The survey provides
valuable insight into the take-up of the latest geospatial technologies.

4. Marine Map Goes Live
Spatial Vision recently completed development of the "Marine Map Victoria"
interactive mapping site based on their new web-mapping framework -
NRe-map.
The Department of Natural Resources and Environment (NRE) is a large
and diverse organisation that has a long history of GIS use. Over many
years it has collected a large volume of spatial data and has many internal
businesses making daily use of this information for a variety of decision
making processes.
In order to make this spatial information more accessible to both NRE
businesses and to the public, NRE tendered for a corporate web mapping
solution, to be known as NRe-map. Spatial Vision was awarded this contract
and recently completed implementation of NRe-map using ESRI's ArcSDE
and ArcIMS. NRe-map provides a framework for deploying business specific
web maps. Marine Map is the first publicly available business specific
web map.

5. New GIS for Coliban Water Deployed
Coliban Water provides 130,000 retail, urban and rural water customers
with water and wastewater services, over an area of 16,500 square kilometres
of Central and Northern Victoria. Coliban Water identified that they
needed to get more value from their GIS information and provide an easier
to use system that could be accessed by all Coliban Water staff.
Spatial Vision was selected to deploy a new GIS and related system integration
services to Coliban Water, based on the ESRI range of GIS software.
Spatial Vision recently completed implementation of the GIS solution
that comprised ArcSDE to enable storage of the spatial information in
a Microsoft SQL Server RDBMS, ArcGIS to provide powerful editing and
analysis capabilities and Enterprise View (EView) for broad corporate
GIS access.

6. National Mosaicing Project Completed
The Australian Greenhouse Office (AGO), in response to the Kyoto Protocol,
has developed the National Carbon Accounting System (NCAS). The NCAS
monitors greenhouse gas emissions from vegetation loss and re-growth
which is used to establish Australia's annual National Greenhouse Gas
Inventory.
The AGO project used satellite imagery captured between 1972 and 2000
in ten discrete time steps (years) for the whole continent of Australia.
Spatial Vision, in partnership with the Land Information Group of the
Victorian Department of Natural Resources & Environment, and Aerometrix
Pty Ltd, a South Australian remote sensing company, prepared over 900
image mosaics from approximately 3,000 individual LANDSAT TM and MSS
satellite images covering the vast majority of the Australian continent.
These image mosaics will be used to monitor the extent and volume of
woody vegetation, soil carbon and land clearing.

7. NewTech Forum, Ballarat, Victoria

8. Victoria's Native Vegetation Management Framework
Spatial Vision is assisting the Department of Natural Resources and
Environment (NRE) with a series of fundamental information products
and tools underpinning the implementation of the Native Vegetation Management
Framework recently launched by the Victorian State Government. These
products and tools include Ecological Vegetation Class (EVC) mapping,
an interactive CD for distributing native vegetation information to
local government to assist with local planning, tools for monitoring
catchment activities and a system for assessing and tracking planning
permit applications for native vegetation clearing.
David Parkes, of the Parks, Flora and Fauna Division, NRE, and a key
player in the development of the Framework, notes that "Our vegetation
mapping datasets provide both the broader context and the local detail
for decisions about native vegetation and we see the provision of these
datasets to the wide range of stakeholders through a variety of products
as a very important part of our business. Spatial Vision has been chosen
to work with us on several of these projects: "they have the necessary
technical and project management skills, and have strong experience
in the building of vegetation mapping datasets. Importantly, Spatial
Vision also has a clear understanding of our broader 'knowledge management'
agenda, and the ability to assist us in taking practical and timely
steps along the right path."

9. Creating 3D Scenes
The visualisation application that supports 3D Analyst (ArcScene) is
a welcome addition to the ESRI family of geospatial software products.
This extension represents far more than a 3D rendering software suite,
many of which have been available for decades, but the migration of
the richness of a GIS (identification, query, analysis and reporting)
into a more 'realistic' medium for visualisation. Asset managers and
natural resource managers can take a step into virtual reality with
this new tool. Client reaction to 3D visualisations confirms that this
technology opens a whole new way to view and interact with spatial data.
This newsletter provides tips on establishing a realistic surface (setting
up base heights), and explores some of the limitations of the current
