Australia Post is continuously reviewing its national postcode boundaries. A key part of this process requires Delivery Centres right round Australia to review boundaries and propose amendments. These amendments are then verified before being adopted for use.
To deliver this project efficiently, Australia Post recognized the need for development of a fully functional web GIS application accessible by the 300 Delivery Centres across Australia. Spatial Vision was contracted to develop a secure hosted web application to produce Australia-wide Postcode Maps, (PCMaps).
PCMaps allows Managers of Delivery Centres to review postcode boundaries against other key spatial datasets, such as localities and their National Address File (NAF) data so that their important local knowledge can be incorporated into the review process. Authorized officers can select areas of interest and generate A3 maps for review. These maps are then forwarded to Australia Post's central office for validation and data entry. Periodically, the latest postcode boundaries are released to the Public Sector Mapping Agency (PSMA).
Spatial Vision developed PCMaps as a flexible OGC compliant GIS infrastructure using Map Server and Oracle Spatial. Central to the delivery of the application is the ability to use the spatial functions within Oracle to spatially join over 9 million Australia Post delivery points with the PSMA's geospatial national address file (GNAF). Spatial Vision designed PCMaps based on OGC standards using Web Feature Services (WFS) and Web Mapping Services (WMS) so that in future, should they desire to do so, Australia Post can make their data available to external organisations.
Spatial Vision is currently hosting PCMaps on behalf of Australia Post on its commercial web-server infrastructure.
