Assists Major Site Planning and Property Disposal Project
Department of Defence
The Department of Defence has identified a number of substantial
estate holdings that are surplus to current requirements.
One of these comprises 130 hectares of land on the
Maribyrnong River in Melbourne. The Maribyrnong site
has a long history associated with the development and production
of explosives and played a significant role in the Second
World War.
Given the nature of the former activities on the site, the
disposal of the land is a sensitive issue requiring
careful investigation, analysis and planning. Early
phases of the disposal process has involved an extensive review
of the site’s environmental and heritage features, infrastructure
issues and development of a range of indicative land use option
scenarios. Figure

Spatial Vision was contracted by the project manager, Gary
Pendlebury of Foresite Pty Ltd, to develop and manage a GIS
for the Maribyrnong site. As the first critical step, Spatial
Vision designed an integrated data model for project data.
This model was designed to ensure all project information
was readily accessible and delivered in a manner to assist
decision making. The data model was implemented in
a geodatabase and now stores over 150 spatial layers. Figure

Spatial
Vision receives and manages spatial data derived from over a dozen specialist
consulting companies involved in assessment and planning for the site.
The consultants include a wide range of services and disciplines, including
environmental and hazard assessment; site remediation; natural and built
heritage; social planning; transportation, civil and structural engineering;
and urban and landscape design.
Spatial
Vision provides on-going GIS support and data management services including
reviewing the quality of data provided by consultants, provision of
a number of standard and ad hoc maps, as well as specialist advice on
how best to use the project spatial data resources available. Spatial
Vision maintains a master library of site related data and ensures that
consultants access the latest information.
Gary Pendlebury recognises the fundamental importance of
the role played by Spatial Vision. “The Maribyrnong
Site GIS developed for this project has proven vital in not
only providing a cost-effective way of sharing high quality
and accurate information between our consultants but also
documenting the rationale and evolution of our plans for the
site. As a fully integrated and managed resource,
the GIS enables us to readily access the required information
for decision-making. As the plans take shape, this
role will also include developing maps and other material
for exposure to community stakeholders.”
