Emergency Services Mapping For Melbourne 2006

The Office of Commonwealth Games Coordination (OCGC) was established by the Victorian Government in February 2002 for the XVIII Commonwealth Games. In partnership with a range of other Government agencies such as Melbourne 2006 (M2006), the OCGC is responsible for coordinating all areas of games activities, including emergency services.

Spatial Vision was approached to provide a total of 37 A4 and A3 maps to support the operations of the Emergency Services (most notably Victoria Police) during the Games. Maps were produced by Spatial Vision for Games Management Areas and Venues in and around the City of Melbourne, as well as Melbourne suburban venues at Port Melbourne, Geelong, Lilydale, Lysterfield and Darebin and regional sites at Bendigo, Ballarat and Traralgon. The Solicitor – General’s Office also required black and white printable versions of maps of 19 venues for accreditation purposes.

Spatial Vision worked closely with the OCGC staff to identify the particular features required to support Emergency Services. Features including first aid stations, security check points, building footprints, toilets, information booths, Venue Operation Centres, crowd control measures and temporary fencing were extracted from the OCGC’s highly detailed Venue Plans provided in AutoCAD format. These CAD files were first simplified by Spatial Vision using AutoCAD and then imported into Macromedia Freehand for cartographic production. The final maps were provided in a print-friendly PDF format and as Georeferenced TIFF images for incorporation with the Emergency Services Telecommunications Authority’s (ESTA) computer aided dispatch system.

The emergency mapping project for the Melbourne 2006 Commonwealth Games required the coordination and interpretation of a wide range of data from a variety of stakeholders to very tight deadlines. OCGC Project Co-ordinator Caroline Kruger commented
