Statutory Planning Case Management System

DNRE has a statutory responsibility to provide coordinated responses to all planning applications referred to it by Responsible Authorities (mainly local government). There is a legislative time imperative associated with planning referrals that, if not met, can expose the Department to some business risk and result in economic and/or environmental loss. The Statutory Planning Case Management application has been developed to improve the internal coordination of land use planning referrals and processing efficiencies of DNRE responses.

Spatial Vision was contracted to design and build a customised Web based workflow and case management application that would encapsulate the business processes and provide the tools to more effectively manage the referral process. The solution provided by Spatial Vision can be divided into three major components:

Workflow process that leads the users through the steps required to process each type of planning referral.  This process varies according to defined business rules and automatically generates letters, populated with key data, at the appropriate points in the process.  Another feature is the ability to electronically refer cases to internal business units for comment and action.

Portfolio management tool that provides an electronic "in tray", enabling users to view case loads, determine time critical cases and reassign cases as required.

Reporting facility that provides users with reports in a variety of formats including HTML, PDF and CSV.

User reaction to the system has exceeded DNRE's expectations and they already have over 360 registered users.

Resources

John Heskins was the overall project leader.  He also had a lead role in the design of the work flow and case management components of the application.

Ian Miller undertook the technical design of the infrastructure and component behaviour for much of the system.  He also programmed significant components of the application.

Jeremy Alcorn developed the user manual and undertook much of the system testing conducted by Spatial Vision.
