Implementing GIS Strategically

North Central ‘Catchment Management Authority (CMA) located in Northern Victoria recognises that Geographic Information System (GIS) technology will continue to play an important role in its future as it is better integrated into their business systems and processes.

Spatial Vision is assisting North Central CMA to realise its vision for an enterprise GIS and recently assisted CMA staff with implementation of the second stage of their GIS strategy. This assistance involved:

• Designing a Geospatial Data Catalogue (GDC) to act as a corporate repository for the storage of key spatial datasets
• Creation of the GDC within an ESRI ArcSDE 9.2 environment on MS SQL Server.
• Assisting CMA staff with creation of a number of ESRI map documents (mxds) and layer files that access the GDC.

North Central CMA officers and Spatial Vision are now implementing the third stage that involves deployment of an internal Web Browser for exploring and publishing spatial data from the GDC. The Web Browser application will be known as the North Central CMA Information Mapping Service (IMAP).

The North Central CMA IMAP has been developed using Moximedia's Internet Mapping Framework (IMF) Java software package and will source its mapping information from an OpenGIS compliant Web Mapping Service (WMS) map delivered by MapServer software. The published map symbology will be configured to match corporate map documents authored by North Central CMA.

One of the key features of the North Central CMA IMAP will be a link through to North Central CMA's corporate web store, allowing users to click on the map interface and drill-down through a series of spatial layers and display associated geo-referenced documents. This will allow staff to associate documents with key spatial datasets such as river reaches or Local Government Areas.

Spatial Vision will implement the North Central CMA IMAP including the configuration of spatial layers, the development of customised functionality and the deployment of the application to North Central's internal web infrastructure. Spatial Vision has mentored GIS staff through the configuration of layers in the North Central CMA IMAP.

Stage four will see a customized view of North Central CMA IMAP being presented through their website for external consumption.
