Incident Channel & State Mobile Radio Networks

The State Mobile Radio (SMR) Network consists of 97 locations and the Incident Channel (IC) Network of 51 locations across Victoria.  These sites form the communications backbone of emergency response in the State of Victoria and are used by many agencies (SMR only) involved in emergency management.  The Fire Management Branch of the Department of Natural Resources and Environment (NRE) utilises this network of receivers to coordinate fire management activities.

Having obtained radio propagation models for each receiver, Fire Management had a need to publish this data as a set of information products compatible with their existing information distribution systems and the NRE Corporate Geospatial Data Library (CGDL).  The challenge was to integrate the individual datasets to produce a Victoria - wide composite of maximum signal strength dataset and to identify which of the receiver stations “heard” that signal strength.

Spatial Vision developed a suite of integrated datasets from radio receiver strength information modelled for the individual radio network sites.  The data was developed from signal propagation models for each site and supplied in ASCII grid format with a nominal cell resolution of approximately 83x83 metres.

Fire Management used the State-wide dataset for planning overviews, and as such the raster information product outputs were further generalised to 250 metre cell resolution.  The spatial datasets were provided as ArcInfo GRID and ArcView Shape files.
