Fire Vehicle Arrival Time Analysis

The Department of Natural Resources and Environment (NRE) is responsible for fighting fires on Victoria's 7 million hectares of Crown Land.  One of the key issues associated with risk management and planning for bush fires is the deployment of fire fighting assets for maximum impact in a crisis situation.  A key input into the risk management process is information on how long it takes vehicles to reach a specific location.

Spatial Vision conducted a vehicle arrival time analysis for the East Port Phillip Fire District using currently available digital data from the NRE Corporate Geospatial Data Library.  These datasets were transformed into a "cost" surface with the local knowledge and assistance of regional NRE fire-fighting staff.  The key datasets in this process were the State Digital Road Network, 1:25,000 Digital Terrain Model, Ecological Vegetation Classes, 1:100,000 hydrology datasets and various administrative boundaries (all data was supplied by Land Information Group).

Spatial Vision collated and processed these datasets using decision-rules developed in consultation with regional NRE Staff and from experience obtained from a previous study conducted in the Mansfield Fire District.

The key outcomes from this analysis were a set of ArcView shape files showing arrival time for three vehicle types (float & dozer, tanker truck and slip on unit). High quality maps were also produced and processed into PDF format for ease of digital transfer.  The data and products were forwarded to the regional fire coordinator for feedback and local use.
