Development of a Corporate Raster Metadata System

The Spatial Information Structure (SII) group at DSE work with large volumes of raster data including aerial photography, LIDAR, satellite imagery and Digital Elevation Models (DEMs).

To keep track of the various datasets, they implemented local metadata systems to record descriptive information about each of the raster datasets. At the onset of this project, there were three systems in place, one to record aerial photography details, one to record elevation details and another for satellite imagery.
All three systems were underpinned by personal geodatabases that stored spatial and textual data. The spatial datasets represented the boundary extents of the raster datasets (also known as footprints). The textual data consisted of information relating to the state of the source data, geospatial processing and data validation undertaken on derived datasets.
The spatial data, i.e. the footprints were maintained using the editing tools available in ArcGIS Desktop. The extensive metadata (i.e. textual data) was edited using custom forms built in MS Access.
SII identified a need to combine all raster metadata into one system to facilitate efficient management and to better support data publishing, discovery and supply.  The consolidation of the current metadata required suitable data entry and reporting tools to be developed.
SII contracted Spatial Vision to:
  • design and implement a data model that consolidated the three systems in an ArcSDE database
  • Migrate existing data into the new data model
  • Design and build data entry tools for maintaining the new corporate raster metadata system
Spatial Vision commenced the project by designing a data model that combined all three databases into a single integrated data store. A key requirement of the database design was to align it with ISO standards as far as possible. On approval of the database design by the client, scripts were written to migrate the content of the three databases into the new schema. A system was then designed and built that enabled multi-user access and editing of the raster metadata. The application built consisted of a series of panels to guide the user through the editing workflow.
